The District Watchmen Force which is established under Ordinance No.7 of 1886 numbers 70 and is supported by voluntary contributions by the Chinese Community. This Force is an important auxiliary to the Regular Police Force and, if it did not exist it would be necessary to increase the Police. For many years the Government granted to the District Watchmen Force an annual contribution of $2,000, but this contribution was discontinued in 1893 as it was considered at that time that the state of the finances of the Colony was not satisfactory. A promise was however made that the grant would be renewed later on if the finances warranted it.
The Committee of the Fund has applied through the Registrar General for a renewal of the grant and a sum of $2,000 has been accordingly inserted in the Estimates. It is unnecessary to point out how important it is to encourage voluntary efforts on the part of the Chinese Community to help to maintain peace and good order, and as this Force is not only of great use to the Registrar-General, but also to the Captain Superintendent of Police, with whom it co-operates, it should, I submit, receive encouragement.
